• Business Support Program

    The Business Support Program has been developed to provide the Albanian small and medium enterprises (SME) with access to financing, in order to enable them to receive professional consultancy services tailored to their relevant circumstances, by providing good experiences and practices, which will have an impact in increasing their economic performance and competitiveness.

    The Business Support Program (BSP) is an initiative regulated by the "Integrated Assistance Programme for the Development of Albanian SMEs" (micro, small and medium enterprises) – IASME” (an Italian - Albanian cooperation programme) ratified by the Parliament of Albania with Law 19/2014 on 27/02/2017.

    Such scheme will finance up to 50% of the total acknowledged costs from the project. The maximum grant value that can be applied for each enterprise will be up to 4,000 Euro (VAT excluded) per project.

    Which counsulting services will be financed?
    The range of services to be provided for the businesses include expert consultancy to offer full business solutions, including Information and Communication Technology (ICT) and strategic business development services. The Business Support Program includes 10 main disciplines which cover all aspects of a business.
    Each MBP project is offered only when the application is linked to the Credit Line.
    These are:

    • Business plans,
    • Technological plans,
    • Marketing plans;

    Which is the duration of the initiative?
    Support for SMEs through the Business Support Program will be valid until December 31, 2019 to all entities that meet the criteria and become eligible for financing.

    Who can apply?
    Eligibility criteria for enterprises

    • Be established pursuant to the national legislation and legally registered in compliance with the Albanian legislation at the NBC;
    • Be legal persons with not less than 51% of the capital under the ownership of Albanian citizens;
    • Be enterprises that employ less than 250 persons;
    • Be enterprises with an annual turnover not more than 10 million Euro;
    • Must have sufficient financial means to finance its contribution of 50% of the project's total cost;
    • Must prove that they do not have outstanding tax liabilities with the Regional Taxation Directorate.

    Eligibility criteria for consultants

    • Be established pursuant to the national legislation and legally registered in compliance with the Albanian legislation at the NBC;
    • Must prove that they do not have outstanding tax liabilities with the Regional Taxation Directorate;
    • The consultancy company must possess at least 3 years of professional experience or substantive experience in programs and projects in the same line of business as the Applicant`s project;
    • The key Expert,must have at least 5 years of professional experience in programs and projects in the same line of business as the Applicant's project(at least 5 References included).

    In order to provide services under the Business Support Program, the consultants must be validated at the PMU by submitting the legal documentation as per paragraph 3.4 of the Guide for Applicants.
